Ready, Set, Grant: BEAD’s New Rules & Winncom’s Reimbursable Grant Writing Program

On June 6, 2025, the NTIA overhauled the BEAD program.

➡️ The fiber-first mandate? Gone.
➡️ Rigid scoring and regulatory hurdles? Gone.

In their place: a tech-neutral framework focused on performance and lowest cost per location. Fiber, FWA (5GHz, 6GHz, 60GHz), and even satellite are now on equal footing. All states must re-launch their BEAD application process—with final submissions due by September 6. Mapping rules have also changed, allowing providers to defend existing coverage areas. The playing field is open—and the clock is ticking.
